If I have to talk about an environmental law, I would definitely like to talk about regulations that restrict people and businesses from dumping rubbish in public places.
Personally, I think it’s such an important rule because litter doesn’t just make a place look ugly; it can also pollute water and harm animals.
I first became aware of this kind of law through school and signs in public areas.
For example, in parks and around lakes, there are often notices telling people not to throw rubbish and warning that they may be fined.
At first, when I was younger, I thought littering was mainly a problem because it made streets look dirty.
But later I learned that plastic waste can end up in rivers and lakes and stay in the environment for a very long time.
I think everyone benefits from these regulations because people get cleaner public spaces and wildlife is less likely to be harmed by rubbish.
However, simply having a law isn’t enough.
If nobody enforces it and people know there are no consequences, some may continue littering anyway.
So I think the law needs to be combined with more bins, public education and proper enforcement.
Overall, I strongly support it because keeping public places clean is a shared responsibility.

Mình nghĩ tất cả mọi người đều được hưởng lợi từ những quy định này vì chúng ta có không gian công cộng sạch hơn và động vật hoang dã ít bị rác gây hại hơn.

Nếu không ai thực thi và mọi người biết rằng sẽ không có hậu quả gì, một số người vẫn có thể tiếp tục xả rác.
Vì vậy, mình nghĩ luật cần đi kèm với nhiều thùng rác hơn, giáo dục cộng đồng và thực thi nghiêm túc.
Nhìn chung mình rất ủng hộ vì giữ gìn nơi công cộng sạch sẽ là trách nhiệm chung.

What is the purpose of punishment?
SAMPLE ANSWER
I think the main purpose should be to discourage people from repeating harmful behaviour. Punishment can also show society that certain actions aren’t acceptable. But I don’t think punishment should always be about making someone suffer. For less serious offences, education or community service may sometimes change behaviour more effectively than a large fine. So the response should probably depend on what the person did.

Why do workplaces need rules?
SAMPLE ANSWER
Because many people have to work together, and without clear expectations things can become confusing or unsafe. Rules about working hours, safety or how employees treat each other help set clear standards. Of course, if a workplace has too many unnecessary rules, employees may feel they aren’t trusted. So rules should have a clear purpose rather than existing just for control.

Should parents or teachers teach children to follow rules?
SAMPLE ANSWER
Both, I think, because children experience different rules at home and school. Parents can teach basic behaviour like respecting other people, while teachers help children understand rules in a larger group. More importantly, adults should explain why a rule exists. If children only hear “because I said so,” they may obey when an adult is watching but ignore the rule when nobody is there.

Why are children sometimes unhappy with rules?
SAMPLE ANSWER
Probably because rules limit what they want to do at that moment. A child may hate a bedtime rule because they want to keep playing, even though getting enough sleep is good for them. Teenagers may also feel that some rules limit their independence. Sometimes they’re right and a rule may be outdated or too strict. So I think adults should be willing to listen as well as enforce rules.

Are school rules important?
SAMPLE ANSWER
Yeah, because hundreds or even thousands of students may share the same space. Rules about bullying, attendance and safety help create an environment where students can learn. But I don’t think every small behaviour needs a strict rule. If schools become too controlling, students may focus more on avoiding punishment than developing personal responsibility.

What kinds of rules do schools usually have?
SAMPLE ANSWER
Usually things related to attendance, uniforms, homework, behaviour and safety. Many schools also have rules about phones because they can easily distract students during lessons. Some rules are mainly practical, like arriving on time, while others are designed to protect students. I think rules work best when students understand the reason behind them instead of just memorising a long list of things they can’t do.
